THESE FAILURES ARE FOCUSED AROUND THE MERITOR MADE HCU WHICH PROVIDES ELECTRICALLY BUILT PRESSURE TO THE WHEELS. THESE FAILURES HAVE BEEN MASKED FROM NHTSA THROUGH AN AGREEMENT WITH THE VENDOR TO REPLACE FAILED COMPONENTS DIRECT WITH REPAIRING LOCATIONS. THE VENDOR HAS RECORDS OF PAYMENTS MADE TO REPAIR LOCATIONS. INTERNATIONAL HAS SOLIDIFIED THIS ACTION IN THE FORM OF A WARRANTY POLICY LETTER FORBIDDING DEALERS FROM FILING CLAIMS FOR BRAKE FAILURES ON THIS PRODUCT. *TR
